Check for a cookie on the user's browser.
If there is already a cookie, send the user to the appropriate home page based on the cookie value.
If there is no cookie look at the seconds of the time. If the seconds are odd, send the user to the old site. If seconds are even, send user to the new design. Record in a new database table which site each user was sent to. Place a cookie on the user's browser indicating which design they were presented. Record which site each user came from upon registration.
