OpenWhisk Master - Slave nodes FaaS computing

I'm trying to develop a connection between a master node and two slaves using OpenWhisk. I would like create it locally on my machine and in future move one of the two slave nodes on a Raspberry Pi. Is it possible implementing this scenario using also Docker?
The two slaves should monitor something (eg. fake sensor) and send the data back to the master. Moreover, the master must choose to which node send some data depending on the workload of each node and both nodes should talk each other.
How can I create a scenario like this?
