setX/setY brakes RotateAnimation and View slides
.everyoneloves__top-leaderboard:empty,.everyoneloves__mid-leaderboard:empty,.everyoneloves__bot-mid-leaderboard:empty{ height:90px;width:728px;box-sizing:border-box;

I want to have a needle which should show a value, like a speedometer.
So I have a View in XML
<View
android:id="@+id/view_needle"
android:layout_width="100dp"
android:layout_height="100dp"
android:background="@drawable/customborder" />
Then I calculate a location for the needle and set X/Y for the view.
It looks fine. the needle from the center of particular area pointing to the scale.
Then I do the following (just for test rotate the needle)
animSet = new AnimationSet(true);
animSet.setInterpolator(new DecelerateInterpolator());
animSet.setFillAfter(true);
animSet.setFillEnabled(true);
startAngle = (startAngle >= 360) ? 0 : startAngle;
animRotate = new RotateAnimation(startAngle, startAngle + 10,
RotateAnimation.RELATIVE_TO_SELF, 0f,
RotateAnimation.RELATIVE_TO_SELF, 0f);
startAngle = startAngle + 10;
animRotate.setDuration(timer3s);
animRotate.setFillAfter(true);
animSet.addAnimation(animRotate);
ImgNeedle.startAnimation(animSet);
and the needle starts drifting with rotation. It looks like the pivot point is not the X/Y vertex of the view, but the screen 0,0 coordinate (which is XML based original coordinate).
If I move the View in XML to some point like this

android:layout_alignStart="@+id/tx_optimalrange"
android:layout_alignParentBottom="true"
android:layout_marginBottom="123dp"
android:background="@drawable/customborder" />
and don't do setX and setY the needle rotates almost good, but steel it has small amount of drifting of the vertex. Maybe it is because I change the view's height and width.
How to setX and setY and do correct RotateAnimation?
