How to change Modal form to non-modal on an event?

I am developing an VSTO application and looking to develop a similar form
This form is available under Excel > Formulas > Define Name. The specialty about this form is when this form is opened this is a modal form (you will not be able to click anything in the parent application which is excel), however when you click on Refers to text box, it turns non-modal form and you can select the excel cells and populate address into it. How can this be created?
So far, I tried topmost, hiding and showing it on textbox focus etc.
can someone please give me an idea of how this can be created
