How to write a script for google sheet to swap a name from top to bottom on particular date of each month...

I have some list of names in google sheet. I want to swap the top name to the bottom on a particular date of each month(i.e 1st and 15th of each month)to make automated google sheet. How to write a script for this. Please help. Thanks.
